About the Event
This presentation will focus on the initial findings of a longitudinal study of the federally funded Urban Partnership Agreement (UPA) program being conducted by a team of researchers at the Humphrey School. The UPA required the formation of a multiagency collaboration of transportation-focused groups. The external forces affecting those collaborations, their internal processes, structures, and competencies that allowed them to operate, and their accountability mechanisms have been the focus of this study.
